Street Hope TN (SHTN) is a faith based non-profit with a mission to eliminate sexual exploitation and trafficking of children and to provide safe environments to foster healing and hope through Jesus Christ. We do this through:

  • Bringing awareness and light to the dark issue of DMST to our churches and community
  • Engaging children and youth with a sexual exploitation prevention message through our partnership with local youth groups and schools, in order to stop the exploitation of minors before it begins
  • Connecting and mobilizing churches, community organizations and individual volunteers, and partnering with other like-minded organizations to engage in the elimination of DMST
  • Providing training to equip individuals to identify signs of sexual exploitation and trafficking, as well as the proper way to respond if they believe they identified a victim
  • Providing a holistic, Christ-centered restorative approach: physically, spiritually, and emotionally

Street Hope TN is hiring a Strategic Development Specialist to research and develop guidelines to establish a safe house for child victims of sex trafficking in Knoxville, TN. Objectives include: establishing licensure for the safe home, establishing organizational structure and foundational program development. The goal of the safe home will be to provide a safe place for child victims of sex trafficking to heal, providing a Christ-centered restorative approach – physically, spiritually and emotionally – restoring in them a true identify of who they are – loved, significant and valuable to God. This program will include services, such as: counseling, group therapy, education, life skills, vocational training, family reunification when possible and spiritual care.

The Strategic Development Specialist will be employed with the goal of having the project completed within one year of entering contract with Street Hope TN. Salary will be based on experience and education.

Employment Type: One-year contract with possibility of extension, based on the need of the organization and the progress of the project completion

Salary Range: Competitive salary based on experience and education

Minimum Qualification Requirements:

  • Bachelor’s degree
  • Driver’s license
  • Willing/able to travel – both locally, as well as, cross country. (This position is based in Knoxville, TN; however, may require some travel with Executive Director to other states in the U.S. whom have established safe homes for DMST.)

Preferred Qualifications:

  • Experience working in or with social services (such as, experience as a case worker, social worker, or in foster care)
  • Knowledge of local and/or state agencies and organizations
  • Connected in the community or demonstrated ability to become connected quickly
  • Familiar with Department of Children Services protocols and policies
  • Experience working with child sexual abuse and/or severe trauma population

Job Description:

  • Specialist will report directly to Executive Director
  • Work in conjunction with Department of Children’s Services (DCS), Department of Health, Department of Mental Health and Substance Abuse Services, and others to develop and secure licensure for a safe home
  • Develop list of requirements for home in order to house children in DCS custody (including infrastructure requirements in order to be compliant with DCS standards)
  • Serve as the point person for the Wellspring Living Mentorship Program, working through Street Hope TN’s long-term work plan, which includes: establishing the organizational structure for the safe home and developing the foundational program.


  • Establishing organizational structure includes:
    • Partnering with Executive Director to develop vision, philosophy for safe home, guiding principles and core values
    • Developing organizational Policy and Procedure
    • Developing procedures for measuring outcomes and outputs
    • Developing Continuum of organization services and scope of care
    • Developing Staffing Structure and qualifications
    • Developing Job Descriptions
    • Addressing risk management and legal concerns
    • Building Partnerships
  • Foundational Program Development includes:
    • Developing a trauma-informed care approach
    • Including strength-based approach
    • Developing Program policy and procedure
    • Developing intake procedures and assessments
    • Establishing guidelines for individual service planning
    • Establishing therapeutic interventions
    • Developing a plan for providing educational services
    • Developing life skills and vocational trainings
    • Developing a faith integration plan
    • Developing informed consent and victim’s rights
    • Establishing Staff Training
    • Establishing program scheduling plans
    • Establishing record keeping and documentation requirements
    • Developing a safety and health concerns plan
    • Establishing a family engagement plan
    • Developing behavior management guidelines
    • Establishing a plan for transition and aftercare services
